Tho it is a kind of speculation, I didn't feel that way. As the earthquakes have been occuring over the last few years in that particular region ranging from small tremors to big ones.
There is the NGO called Peace Winds (JP) conducting rescue ops. The JP founder is a Davos young leader. They are all over the place (incl. developing countries). I'd be weary of them and where the money comes from.

Odds are it was man made using HAARP. Kinda like the so called virus. Nanotech is all they need, when you add 5G.
