Remember bureaucratic organizations exist to serve themselves (by controlling and exploiting their "subjects"). It is important to cut the funding because funding (for power and control) is the whole point for WHO ("elite") dominance over all government structures.
The latest disease will never be about health, because "the issue" (cover story) is never the issue when dealing with narcissists and psychopaths. If it were about good advice and health, people would take heed voluntarily.
